Lighters purchased at an auctions of confiscated goods to the
international airports. Lighters some new, some lighters were in use.
During the auction -  new lighters went from hand to hand, there are
scratches on them. Therefore, it is difficult determine which new and
which were in use.

Used.
According to the postal rules of shipment of the US,  lighters full completely filled can not be shipped, so most lighters in my listing require refueling.
