    General Benjamin Lincoln, as the first "Secretary At War", under George Washington, writes to Major Nathaniel Barber (arguably, the first alphabetically named participant in the Boston Tea Party) during the later part of 1783, praising his etiquette and submitting a follow up to send him a blank war muster roll for his completion.
